At least since the version that came with win95, possibly earlier. It just draws an aliased line on the screen and can't be adjusted afterward (or during for that matter) but yes it could draw bezier curves. Try it out yourself (if you have mspaint.exe handy) If I remember correctly, First click and drag to set begin and end points, Second click to set the first endpoint adjustment handle (I don't know what it's really called), Third click to set the second endpoint adjustment handle. At this point it draws the line. The second and third clicks you can click and drag to get better positioning, but it still requires Ctrl-Z for "Fine Tuning" the curve. So you need to have a really good feel for how it works to be able to do it like in the first video. Anyway, enough bragging about my "skillz" with free programs, and on to my original side of the hip comment below.

That's nothing. You should see the original one. Some guy apparently did it with just crushed plants a few minerals and some sticks.
Oddball comments aside, I think this falls within the same category as etch-a-sketch guy and others who produce amazing stuff within limited confines. (Unlike some art that I don't "appreciate" http://sketchup.google.de/3dwarehouse/details?mid=420d6ef5e972ba37cd51734c598173 ("Fries" sculpture on the USU Campus. Someone re-did it for Google earth, and added a McDonald's fry box that isn't in the original))
