[UGAF] Designing rates

Hello all,

I'm volunteering with Make-A-Wish Utah and part of the work I'm doing
involves advising them on possible changes to their web site. I'm
developing multiple strategies for how they might proceed, and two of
the possibilities include:

* converting their existing design to CSS
* implementing a new design (with CSS, of course)

I would like to give them general cost estimates, but I honestly have
no idea how much it might cost. Without developing specific proposals
and asking for bids, is it possible to estimate the costs? Is there
and average figure or per-hour rate that I could tell them to help
them weigh the choices?
