Ray,
I have to agree with Robert - those rates are ridiculously low from a
contract perspective. I would also consider them low from a salary
perspective.
There is an excellent formula in the Pricing and Ethical Guidelines by
the Graphic Artists Guild. It will give you an accurate idea of what you
should charge.

The going base rate for CSS design is $16.40 per hour in Utah. By
comparison, HTML design is $12.48 per hour. Both of these figures came
from notes I made a few months ago with DWS. Graphic design is between
those at $13.48 per hour. All I can say is, I'm glad that's the bottom
end of the rates.
I've been told freelance rates don't get measured, typically, but that's
a guideline that should give you a rough-guess percentage to calculate
from.
