[UGAF] confidential icon

I need to create a small (16 x 16 pixels) visual toggle (an icon with  
two states) that represents confidential and non-confidential am  
having a very hard time. Anyone have any ideas? The best I have come  
up with so far is a padlock, but "locked" isn't the same thing as  
"confidential."
