one of the best php collab tools was called activecollab. activecollab
went commercial, so a group of developers are keeping things going on
the open source end. it's called projectpier:

i've been trying it out. seems pretty solid. the only basecamp feature
that it lacks is time tracking--and it looks like there's a patch to
add time tracking to projectpier.
