1) Because wrapping a class around something that isn't a class to begin
with is an awful, baby-Jesus-hating hack
2) these files already exist.  One of the services we offer clients, besides
penetration testing, is debugging scaffolding and packages.  I'm looking to
offer namespace collision detecting for our PHP using clients.
3) Did I mention that the baby Jesus hates people who wrap existing
procedural code into classes?  Well, he does.
