[UPHPU] css vs tables redux

I would definitely be in for a Layouts with CSS presentation.  I've been
trying to teach myself and I am able to do it the CSS way but the way I'm
doing it is 100Xs more work then just using a table so I'm sure I'm doing it
wrong.
