Woah, slow down a bit there.

1 - Download XAMPP - http://xampp.org
2 - Work your way though a PHP tutorial - http://devzone.zend.com/article/627
3 - Build your own projects
4 - Once you are nearing completion for a project that you want to  
make available to the world, look into hosting. Don't even think about  
it till you're sure that PHP is the right tool for the job and you're  
actually interested in going that far down the rabbit hole.
