[UPHPU] inherit scope but not contribute to?

I sure hope this question makes sense.

I have a script that includes another script. I want the code in the  
second script to inherit the scope of the first but I don't want it  
contribute to the scope. Is that possible? Including the file within a  
function will prevent it from contributing, but it also prevents it  
from having access to the parents scope.
